1. Date of announcement _16th JUNE 2025
2. Each year the annual accounts are audited by the Auditor General for Wales. Prior to this date, any
interested person has the opportunity to inspect and make copies of the accounts and all books,
deeds, contracts, bills, vouchers and receipts etc relating to them for 20 working days on
reasonable notice. For the year ended 31 March 2024, these documents will be available on
reasonable notice on application to:

3. From 12 September 2025, until the audit has been completed, Local Government Electors and
their representatives also have:
the right to question the Auditor General about the accounts.
the right to attend before the Auditor General and make objections to the accounts or any
item in them. Written notice of an objection must first be given to the Auditor General. A copy
of the written notice must also be given to the council.

4. The audit is being conducted under the provisions of the Public Audit (Wales) Act 2004, the
Accounts and Audit (Wales) Regulations 2014 and the Auditor General for Wales’ Code of Audit
Practice.
The UK Government has launched the Help for Households campaign which draws together information on the support packages it has put in place to help ease the impact of the cost of living crisis. There are 41 schemes available to support citizens, all of which can be found on the newHelp for Households website
As part of their campaign, they have also introduced a toolkit for stakeholders which includes downloadable posters, social media copy and newsletters for partners. It also provides information for frontline workers on how to support the people they work with to access the help that is available toolkit for stakeholders
Llanelwedd Community Council. Represents Builth Road, Llanelwedd and Llanfaredd and consists of 7 Councillors
The Community Council meets every third Tuesday of the month except August. The meetings are held in the Jubilee Hall at 7-30pm.
Local Elections were held in May 2022. At the AGM following the election Cllr Tudor Gethin stated he wished to stand down as Chairman
Cllr. Ms. Laura Price-Davies was proposed as Chairman and was unanimously voted to take the position.
Cllrs Mrs Rachael Beckingham and Mr John Powell had given notice that they would be stepping down as Community Councillors before the election. Two new members were co-opted onto the Council namely Mr Steve Frost and Ms Christina Powell

The newly elected County Councillor for the community of Llanelwedd is Mr Gareth Jones and the C.Cllr. has attended the meetings this past year.
June 2022 was taken up with the celebration of Queen Elizabeth’s Platinum Jubilee which was sadly followed a few months after with the death of the Queen. The Community Council purchased Jubilee mugs for children in the community up to the end of their Primary School education. A beacon was lit on Maengowyn Hill by kind permission of Cllr. Tudor Gethin. It was well attended, a toast was raised and the Platinum Jubilee Anthem was played at the appointed time.
Income and Expenditure
The Community Council’s income comes from the precept payment by Powys County Council and for the year 2022-2023 was £2700 Total Balances £5158

No issues were raised by the Wales Audit office
The Community Council along with Friends of Llanelwedd School held a table top sale. A member of Rhayader First Response Team came to demonstrate the defibrillator. The event raised £400 which was shared equally between the Friends of Llanelwedd School and Llanelwedd Church. Llanelwedd Community Council made a donation to Rhayader First Response Unit of £50
Other issues which have arisen this year;
Planning: Planning applications this year consisted of:-
An extension to the temporary caravan site at Penmaenau,
Biomass boiler at PTP Builth Road,
Extension to house in Llanfaredd,
Removal of a chimney, stack at Jewsons Llanelwedd,
Solar roof panels at RWAS

Environmental Health Issues
The matter of the sighting of rats near the entrance to the old railway yard was brought to the attention of Cllrs and reported to EH and has been dealt with. The issue of refuse marring the area by the enterprise site is being monitored
Highway Matters
Notice of works being done by the Trunk Road Agency was sent to the Community Council
A report of water on the road in Llanelwedd was brought to the attention of the Community Council. The Water Board and P.C.C were informed. This was followed up at a later date and action was taken.
Powys County Council was asked for views along with a survey on a proposed ‘Safe Route to School’ which has now been completed.
Information was also sent regarding the proposals for the introduction of 20mph in residential area.
The Community Council informed the Thomas Jones Trust regarding the Planning Application for proposed flats at Pencerrig House. C.Cllr. Gareth Jones was made aware of the previous application approximately 10 years ago. The previous application was never started and the C.Cllr. would look into the situation and informed the Council that as he sits on the Planning committee he will follow the issue.
The Community Council took on the project of tidying up the play area in Llanelwedd. Thanks was sent to the Quarry who supplied chippings for the area.
It was brought to the attention of the Council of the noise from the quarry. The Quarry have been contacted and agreed some attention was required on one of their machineries and agreed to take action. The Council agreed to monitor the situation.
The proposal of the re-siting of the Air Ambulance base at Welshpool is still in the discussion stage and the Community will follow the outcome of the discussions.
The Community Council have been contacted by the Thomas Jones Trust regarding Pencerrig House and gardens. A meeting was arranged for the Trust to speak to the Community Council with their ideas. The House has gone into a state of disrepair and the group are hoping to improve the situation. Thomas Jones was a landscape painter and lived at Pencerrig where he designed and created a beautiful garden. The outcome depends on many issues as the owner lives in London and does not visit the site. The Community Council supports the Trust in trying to get some action on this matter.
